PLAs are signed commitments requiring a majority of the workforce for public or private construction projects to be hired from area construction unions.

  1. Union-only PLAs eliminate non-union contractors from competing for and winning construction projects because the workforce must either exclusively come from the union hiring halls or workers must pay union dues during the project.
  2. Union-only PLAs drive up the cost of construction projects anywhere from 12% to 18%.
  3. Union-only PLAs discriminate against non-union contractors and disadvantaged businesses, groups that collectively make up over 80% of the construction industry.
  4. PLAs are not necessary to, and are not successful at, ensuring labor “peace” or keeping a project on time, on budget or any safer than projects without a PLA.
  5. Union-only PLAs serve only to benefit big labor any potentially act as political payback.
